FYI...the auction site adjusts the description wording that is submitted to the site.
The sale never mentions "perfect condition." The carrier and attachments are operational but have been sitting for month's. I will correct the description by removing the word "necessary" and correct to "spare parts on hand." The driveline and the machine was fully operational when removed from service with no know concerns. This machine has been sitting for a while. The a/c operated when parked. I will offer to test it and report in the listing. You are welcome to contact the listed person and schedule an appointment to inspect the machine. The Terms & Conditions clearly state "Most items offered for sale are used and may contain defects not immediately detectable. Bidders may inspect the property prior to bidding. Bidders must adhere to the inspection dates and times indicated in the item description or contact the person listed to schedule an inspection."

What if the selling agency rejects my bid?
If the government agency rejects your bid (they reserve the right to do so) your buyer's fee will be returned, in full, to you within 5 days of notification to Municibid of the rejected bid by the governing body.
